ロシアーウクライナ戦争開始以降、日本を含めた多くの西側諸国において、ロシア向け郵便の引受停止が続いています。
ロシアから日本への郵便は送ることができるのに、逆はできないというのもおかしな話です。
当局では、ロシアーウクライナ戦争に関する政治的な態度を明らかにはしませんが、以下の原則は普遍的なものだと確信しています。
・アマチュア無線家の国際的な交流を深めることが、世界の平和と戦争終結に向けて、有益であること。
・政府当局等の意向に関わらず、アマチュア無線家の相互の交流を保つべきだということ。
ついては、上記のような信条に基づき、停止した郵便サービスに代わり、ロシア連邦向けQSLカードの送付を代行いたします。
【サービスの概要】
・ロシアへのQSLカードの送付を希望するアマチュア無線家からQSLカードを受け付けます。
・一定程度まとめて、第三国に所在する当局の代理人あて送付します。
・第三国の代理人が、第三国からロシアにあてて、QSLカードを郵便物として差し出します。
【注意事項】
・QSLビューローとは異なります。カードのみ送付されるものではありません。あくまでSASEの差出代行、中継サービスであるとご理解ください。
・引き続きロシア及び周辺地域の情勢は不安定です。100％の配達実施を約束するものではありません。通常の郵便サービス同様、誤配、盗難、紛失のリスクが伴います。
・送付したQSLカードに対して名宛局から返信があるかどうかは、名宛局の判断に委ねられます。
・クレジットカードで手数料をお支払いいただきます。クレジットカードが使えない方は個別にメールでお問い合わせください。
【利用方法】
手数料として最低限600円の支払いが必要です。これに加算して、寄付をすることもできます。

２「受付完了メール」と「請求書メール」の２通の電子メールがあなたのメールアドレスに配信されます。受付完了メールの内容を確認してください。
３「請求書メール」の指示に従い、支払いを行ってください。
４受付完了メールに記載の住所に、QSLカードを発送してください。送付できるものは、QSLカード、返信用封筒（SAE)、日本円以外の紙幣、簡易なメッセージとなります。必要に応じて、内容を点検する場合があります。

【ENGLISH】QSL to Russia-Proxy mailing service for sending QSL cards to the Russian Federation
Since the beginning of the Russia–Ukraine war, many Western countries, including Japan, have continued to suspend postal services to Russia.
It is an odd situation that mail can be sent from Russia to Japan, yet not from Japan to Russia.
While our organization does not take any political position regarding the Russia–Ukraine conflict, we firmly believe in the following universal principles:
- That strengthening international exchanges among amateur radio operators contributes positively to world peace and to the resolution of armed conflicts.
- That, regardless of the intentions of governments or authorities, communication and exchange between amateur radio operators should be preserved.
Based on these beliefs, we offer a proxy service to send QSL cards to the Russian Federation as an alternative to the suspended postal routes.
Service Overview
- We accept QSL cards from amateur radio operators who wish to send cards to Russia.
- After collecting a certain number, we forward them to an appointed agent located in a third country.
- The agent in the third country will then send the QSL cards as postal items from that country to Russia.
Important Notes
- This is not a QSL bureau. Only cards that include proper return envelopes (SASE) will be forwarded. Please understand that this is strictly a forwarding and intermediary service.
- The situation in Russia and surrounding regions remains unstable. We cannot guarantee 100% successful delivery. As with all international postal services, there is a risk of misdelivery, theft, or loss.
- Whether the addressee chooses to respond to the QSL card is entirely at their discretion.
- Payment of the handling fee will be made by credit card. If you are unable to use a credit card, please contact us individually by email.
How to Use the Service
A minimum handling fee of 600 yen is required.
In addition, you are welcome to make a donation if you wish.Please follow these steps:

- “Reception Confirmation Email”
- “Invoice Email”
Please check the contents of the Reception Confirmation Email.
- Please make the payment according to the instructions in the “Invoice Email”.
- After payment is completed, send your QSL cards to the address listed in the Reception Confirmation Email.
Acceptable items include:- QSL cards
- Self-addressed envelopes (SAE) with return postage
- Banknotes other than Japanese yen
- Simple messages
